Administration Staff

Director of Health - Michael Pascucilla MP.H., CF-SP, R.S.
Michael started in the position as health director for the East Shore District Health Department this year. He holds a B.S. degree in Public Health/Nutrition from Southern Connecticut State University and a Masters Degree in Public Health from the University of Connecticut. He is a Certified Food Safety Professional (CF-SP), Registered Sanitarian and has over 17 years experience as a public health official in local, state and federal government. He is very active in the public health field and is past President of the Connecticut Environmental Health Association. Michael holds several Connecticut State public health certifications and his specialties include food/water safety, indoor air quality and communicable disease prevention and education.

Office Manager - Lisa Mann
Lisa has worked at the health department for 10 years. She holds a Bachelor's Degree in Public Health.

Marsha started working for the health department this year. She has over 20 years of experience in Accounting, Administrative and Customer Service. Marsha attended South Central Community College.

Environmental Health Staff

Assistant Director - Alex Cinotti, M.P.H., R.S

Alex has held that position of Assistant Director for more than 10 years. He had worked for 2 years previously at the Quinnipiac Valley Health Department. Alex obtained a BS in Public Health and his Masters in Public Health from Southern Connecticut State University. Alex holds CT Licenses as a Registered Sanitarian, Food Inspector, Pool Inspector, Lead Inspector and is a Certified Subsurface I and II Sewage Disposal Agent. Alex enjoys reading and the Red Sox.

Registered Sanitarian - Michael P. Parisi BS, R.S.

Michael has been with the health department since 2004. He has over 20 years experience in Public Health as an Environmental Specialist. He is previously retired from the City of New Haven. In addition, he has worked 13 years in the medical, biological and laboratory fields. Michael holds CT Licenses as a Registered Sanitarian, Food Inspector, and Lead Inspector. He holds accreditation as a CT Subsurface I and II Sewage Disposal Agent. He has training in Asbestos and the Incident Command System. Michael is a member of the CT Environmental Health Association and serves as a leader for the Boy Scouts of America.

Registered Sanitarian - Lori Romick R.S.
Lori joined the health department this year. She has over 28 years of experience working on Long Island Sound and Connecticut environment pollution and public health issues. Lori holds CT Licenses as a Registered Sanitarian, Food Inspector, and Lead and Lead Risk assessor. She holds accreditation as a CT Subsurface I and II Sewage Disposal Agent. She holds a bachelor's degree from Southern Connecticut State University. She is a member of the Long Island Sound Assembly, the Housatonic River Estuary commission, and the CT Grant Extension Advisory Board.

Cosmetology Inspector- Paul Scholz, R.S.
Paul has been with the health department since 2004. Paul has obtained a B.S. in Public Health from Southern Connecticut State University and is working towards his Masters in Public Health there as well. He has almost 20 years of experience as an Environmental Specialist. Paul holds a CT license as a Registered Sanitarian and is certified in food inspection, lead inspection, pool operator, and phase I & II of subsurface sewage disposal systems. Paul is a proud father and loves the New York Yankees.

Registered Sanitarian - Hillary Lawrence, R.S. started ESDHD this year, however, she has being enforcing the Connecticut Public Health Code and General Statues for more than 6 years.  She has had numerous public health trainings and certifications.  She is a certified food inspector; lead inspector/risk assessor, Phase I and II, Serv-Safe Instructor and Registered Serv-Safe Examination Proctor, pool operator and a Registered Environmental Health Specialist/ Registered Sanitarian by NEHA. Hillary graduated from Bethune Cookman College, FL with a Bachelor of Science in Biology and then completed the Environmental Health Training Program at Southern Connecticut State University. She is a member of The Connecticut Environmental Health Association, The National Environmental Health Association and Alpha Kappa Alpha Sorority Incorporated.

Public Health Emergency Management and Public Health Nursing

Public Health Nurse Coordinator - Rita Foster RN, MSN.
Rita has worked at the health department for 2 years. She has held various hospital positions including: oncology, orthopedics, and hospice care. She has had more than ten years of experience in home care. Rita has taught an LPN program for 4 years. Rita has a MSN from the University of Hartford with a focus in public health. She is a member of the Connecticut Association of Pubic Health Nurses.

Public Health Education

Public Health Educator - Barbara Naclerio M.P.H, CHES.
Barbara has been with the health department since 2006. She started as the volunteer coordinator for the Senior Medical Rides Program and was hired as the Health Educator in the spring of 2008. Previously, she spent 17 years in the field of biomedical research. Barbara's undergraduate degree is from Quinnipiac College. She also has her Masters of Public Health from Southern Connecticut State University. Barbara is also a busy mother of three girls who enjoys swimming, reading and gardening.

Home Visitors

Clinical Supervisor – Alison Tyliszczak, MSW
Alison began working at the health department in 2013. She obtained her B.S in Sociology from Southern Connecticut State University and her Masters in Social Work from Columbia University. Her concentration was health, mental health and disabilities. She has done prior work as an in-home therapist working with children and families. Alison is a member of the National Association of Social Workers and currently working to obtain her License in Clinical Social Work (LCSW) from the Department of Public Health. Alison enjoys reading and volunteering.

Home Visitor - Evelyn Selimaj
Evelyn Selimaj joined the health department in 2013. She holds an Associate’s Degree in Human Services and is currently pursuing her Bachelors with Post University. She has worked in public service assisting families in need with the Department of Social Services for the Town of East Haven. In addition Evelyn is the co-founder of Vida Saludable a non-profit organization that focuses on providing school supplies to at risk children in the eastern rural towns of Dominican Republic. She also directs the Elephant Parade Thinkers group that is dedicated to invite discussions and research of the Human Aspect of Spirituality, Theology and Parapsychology. Evelyn volunteers with the local Food Bank and Mothers against Drunk Drivers. She enjoys reading and motivating others.

Home Visitor – Karene Reid-Oriabor
Karene joined the health department in 2013. Karene has worked at the YWCA as a head teacher for 10 years. She has also worked with Key human Services as a Resident Instructor for five years. She holds an Associate’s degree in Early Childhood Education and a BA in Early Childhood Studies.

Home Visitor - Maria Sheehan
Maria joined the health department in 2013. Most recently, she has worked in the East Haven Public School System as a Special Education Paraprofessional. She has also worked many years in daycare centers. She received her Bachelor's Degree in Psychology from Central Connecticut State University and is presently enrolled in the Drug and Alcohol Recovery Counselor Program at Gateway Community College. She is a wife and mother of three children; and in her spare time enjoys reading, traveling, and cooking for her family.

Home Visitor - Hector Velazquez Jr.
Hector began working for the health department in 2013. He is a Bilingual Home Visitor for Fathers. His previous experience was in the Early Childhood education field as a Pre-K assistant teacher; He also has over 10 years of experience working with teenagers and young adults as a peer/mentor in various programs and is still currently doing so. He has a high interest in the arts and his hobbies include building websites, designing graphics and creating positive music.
