The Shoreline Maternal Infant Early Childhood Home Visiting (MIECHV) Program

The Shoreline Maternal Infant Early Childhood Home Visiting (MIECHV) Program is a Parents as Teachers, evidence based, statewide service designed to promote positive parenting and reduce incidences of child abuse and neglect in conjunction with the Department of Social Services and the Department of Public Health.


The goals of the Shoreline MIECHV Program are:

  • Improved maternal and newborn health
  • Prevention of child injuries, child abuse, neglect, or maltreatment, and reduction of emergency department visits
  • Improvement in school readiness and achievement
  • Reduction in crime or domestic violence
  • Improvements in family economic self-sufficiency
  • Improvements in the coordination and referrals for other community resources and supports.


Well-trained home visitors will be utilizing the Parents as Teachers approach and curriculum with an emphasis on:

  • Parent-child interaction, development-centered parenting, and family well-being
  • Strengths, capabilities and skills
  • Building protective factors within the family such as:
    • parental resilience
    • Social connections
    • Concrete support in times of need
    • Knowledge of parenting and child development
    • Social and emotional competence of children


Research studies show that when these protective factors are established in a family, the likelihood of child abuse and neglect diminishes. These protective factors also build family strengths and a family environment that promotes optimal child and youth development.


The Shoreline MIECHV Program is a FREE service for pregnant women in the towns of East Haven and West Haven. Home Visitors will be providing weekly home visits as well as pregnancy and parenting information, developmental screenings, father guidance, monthly get-together’s and connections to resources in the community. Services are offered mid-pregnancy (before 27th week) up to Kindergarten age.


The Shoreline MIECHV Program is currently located in the East Haven Adult Learning Center at 290 Dodge Avenue, East Haven CT 06512 and The West Haven Health Department at 355 Main St. West Haven, Ct 06516.
